Under the FOIA, you are considered a "commercial" requester. AS such, you are required to pay search and review fees beyond the first one half hour, in accordance with the enclosed fee schedule. An initial search of our computerized systems of records identified material that may be responsive to your request. As stipulated in the above paragraph, an Attorney is a "commercial" requester. The transcript is available and the only question, is there a fee for non-commercial requesters? Which of course would mean "others" not attorneys, may not have to pay, or may pay a lesser charge.
